Rangers sporting director Ross Wilson explained how recruitment will play a big part in building the club back up again.
The Glasgow club had to work their way up from the fourth tier of Scottish football after they went into liquidation in 2012.
Rangers reached the Scottish Premiership in 2016 but in the meantime Celtic were building a dynasty that has seen them win nine consecutive league titles.
Wilson explained how he, and manager Steven Gerrard, are working hard to build the club back up to the level they were.
He told talkSPORT: “A big, big part of how we will be judged going forward is how successful we are in our scouting, our recruitment and player training.
“My job is much wider than that to look at the whole football side of the club, develop our training group and develop our whole football operation.
“The scouting and recruitment bit is one of the key things we are trying to build up. I think we are doing really well in that area but we are looking to build it up all the time.
“We (him and Steven Gerrard) get on really well and we are very similar in that way. We are constantly trying to drive each other forward every single day.
“I must say the last two days, is the only two days he’s not been driving. He’s been celebrating his 40th birthday of course. Every other day working together we’ve been driving each other, keeping our foot on the gas to be developing a better Rangers.
“As we all know, Rangers have had a tough time over the last 10 years but we are building it back to be the club the fans recognise and be proud of again.
“We are building those pillars and scouting and recruitment will be a key one of them.”
Rangers have already made one permanent addition following the end of the 2019/20 campaign.
They added Ianis Hagi on a permanent deal from Genk following his successful loan spell.
Wilson added that Rangers will be following the market very closely and have a clear plan of action.
He said: “What we’ve tried to do is be as planned as we possibly can. Ianis (Hagi) was the first thing we targeted and we’ve gone and got that done. We are working on other things and we are keeping a really close eye on the market.
“The market is very unpredictable. For a start, the transfer window isn’t even open yet. It will open slightly later, as we all know, and will probably extend later as well. It can’t go on any longer than 12 weeks, is my understanding from FIFA. All the dates will change.

“We can see that the marketplace has changed. As I said, we had a deal in place with Genk for Ianis but the market changed and the world changed and everyone recognised that.
“What our job is that we totally understand the market and understand where all the opportunities are.
“Equally we have a really clear plan at Rangers that we stick to and that’s the plan that Steven and I talk about every day.”
